EU CBAM Update: Europacable Proposes Earlier Coverage for Aluminium & Steel Power Cables

Europacable, the European association for cable manufacturers, has released an official position paper addressing the EU Carbon Border Adjustment Mechanism (CBAM).

The association is lobbying the European Parliament to bring power cables with aluminium and steel conductors under CBAM regulation ahead of schedule. Under the original roadmap, this extension would take effect in 2028. Europacable now calls for enforcement starting January 2027.

The proposal lists seven CN customs codes, covering steel stranded cables and aluminium core power cables. Europacable states the goal is to avoid carbon leakage and protect the competitiveness of Europe’s domestic cable industry.

What this means for cable exporters

  • Copper conductor power cables are not included in this proposed CBAM expansion.
  • If the proposal is approved, exporters shipping aluminium and steel conductor cables to the EU must provide full Product Carbon Footprint (PCF) documentation.

For Chinese cable manufacturers and exporters serving the European market, this policy signal is worth close attention. Early preparation of carbon footprint data will help reduce compliance risks and maintain smooth EU supply chains once the new rules come into force.
